A hemp-derived cannabinoid product (HDCP) supplier license issued by the Tennessee Alcoholic Beverage Commission (TABC) authorizes the manufacture of lawful HDCPs in accordance with Tennessee law and applicable TABC rules.
Generally, these products include:
- Edibles (e.g., gummies and other ingestible products)
- Beverages
- Inhalable products
- Topical products intended to be absorbed through the skin
All HDCPs manufactured or possessed by a TABC-licensed supplier must comply with Public Chapter 526, enacted in 2025, and applicable TABC rules.
Key product requirements include:
- Products must contain no more than 0.3% total tetrahydrocannabinol (THC), as defined by statute.
- Total THC is calculated using the formula: (THCA × 0.877) + Δ9-THC.
- Products may not contain THCp.
- Products must be tested by a TABC-approved and registered laboratory. A list of approved laboratories is available in the Registry of Testing Laboratories.
- Each product must bear a QR code that provides access to the product's certificate of analysis (COA).
For additional information regarding product requirements, including allowable concentrations, serving sizes, packaging, and labeling standards, please review the following:
- Public Chapter 526, enacted in 2025

The TABC does not preapprove individual products. Licensed suppliers are responsible for ensuring that all products they manufacture or possess comply with applicable Tennessee statutes and TABC rules.
