Are topical products regulated like products designed for ingestion or inhalation?

Under Public Chapter 526, enacted 2025, products that contain or are infused with cannabinoids intended to be absorbed through the skin (e.g. bath bombs, massage oils, essential oils, lotions, transdermal patches, creams, balms) are included in the definition of regulated HDCPs. Legacy licensees remain subject to Public Chapter 423, enacted 2023, until June 30, 2026.
